Penelope Cates became the great Bewildera on her 27th birthday. She had cobbled together her superheroine costume to attend a Halloween party but she turned crimefighter when her baby brother was held for ransom by the Devlin Gang - a group of Irish thugs that ran narcotics and bootleg designer apparel out of Boston's Old Harbor. In a blind rage, she found the Devlins' lair and freed her brother while capturing the entire gang singlehandedly. Obsequious paralegal by day, she stalks criminals by night without fear and affords them no mercy and no hiding place. All hail the great Bewildera - our protectress!
